BIIF JUDO Sport Rules & Procedures
i. OBJECTIVES a. To promote interest in judo on the part of students, school, and community. b. To promote individual, team, school, and spectator citizenship. c. To determine Big Island Interscholastic Federation (henceforth BIIF) individual and team champions. d. To determine representation of student athletes from BIIF to Hawaii High School Athletic Association (henceforth HHSAA) State Judo Tournament. ii. OFFICIALS a. Will follow all International Judo Federation Refereeing Rules (henceforth IJF), except as modified herein, shall govern at all BIIF Judo Matches. b. There shall be referee and two judges for each match. c. Referees and judges shall be paid based upon BIIF rates. iii. GAME RULES a. The current IJF Refereeing Rules, except as modified herein, shall govern at all BIIF Judo Matches. i. Technical hansoku-make 1. Competitor is allowed to compete in future matches. ii. Flagrant hansoku-make 1. Competitor is disqualified from competition for the remainder of the day. a. All 3 officials (referee and 2 judges) must agree on the call. iii. Miscellaneous Rules: 1. Kansetsu-waza (joint lock techniques) are forbidden. a. Penalty is hansoku-make. 2. Shime-waza (strangulation techniques) are forbidden. a. Penalty is hansoku-make. iv. Swearing 1. If a contestant swears during a match, a penalty of hansoku-make shall be awarded and five (5) points shall be deducted from his or her team’s score. 2. If a contestant or coach should swear after a match is completed, a penalty of five (5) points shall be deducted from their team score. v. Double knee seionage 1. The first infraction in a match shall be a warning. 2. A second infraction shall result in a technical hasoku-make. a. If referee and judges determine tori did not give uke sufficient room to do a proper ukemi, the first infraction may be a flagrant hansoku-make. vi. Landing simultaneously on 2 elbows or hands, or combination of the two, is waza-ri for tori and shido for uke. vii. No score for counter techniques where the initial attack is rolled to the back, towards the counterattacking or defending judoka, unless continuous, then can be scored. viii. Reverse seio-nage will not be allowed and penalized with a shido for tori. A score shall not be awarded for the landing. ix. Contact under the belt in the end phase of a throwing technique is allowed if the opponent is already in ne-waza and if tori does not let go of the grip to do so. x. Breaking the grip with one or two hands and immediately taking grips is allowed. Breaking grips with one or tow hands and not taking a grip immediately is shido. xi. Retying and arranging the judo gi is allowed once per judoka per contest. Further occasions shall be penalized with shido. xii. Retying and arranging of hair will be allowed and not penalized. xiii. Winding a leg around the opponent’s leg to attempt a technique other than kawazu-gake (hansokumake) such as uchimata or to take a defensive position by winding a leg around the opponent’s leg will be penalized by shido. xiv. Misconduct 1. After the conclusion of a match, contestants or coaches who display displeasure or conduct themselves in a manner unbecoming of the sport of judo, shall be warned for the first offense. The second offense shall result in disqualification from the tournament. a. The contestant or coach shall leave the premise. 2. Flagrant misconduct displayed by the contestant or coach such as the use of profanity, punching, kicking, biting, head butting, displaying extreme displeasure, etc. shall result in immediate disqualification from the tournament. a. The contestant or coach shall leave the premise. iv. LEAGUE FORMAT a. Regular Season i. Will consist of both Individual & Round Robin (Novice/Open) Tournament Matches. ii. Intermission shall be thirty (30) minutes in length at each tournament. *determined by host school b. Individual Tournament i. An individual Judo Championship Tournament shall use to help determine a BIIF Champion in each weight division. ii. Each school will be allowed to enter open number of participants per weight division. iii. All participants will be seeded by weight class record. 1. In special situations, discussions by coaches should determine the seed of a participant. iv. Weigh-ins 1. Weigh in shall be conducted by weight class. 2. Duration of official weigh-in is one hour. 3. A contestant may step on the scale more than once to make weight. 4. If a contestant fails to make weight for the weight class on the entry form, that contestant shall be disqualified from participating. 5. Once the weight in area, a contestant cannot leave until the weigh in for that weight class is completed, nor can anything be done to induce dehydration during weigh ins. v. Match times 1. All winners bracket matches are to be four (4) minutes. 2. Consolation bracket matches are to be three (3) minutes. 3. A sudden-death overtime (golden score) shall be implemented in the case of at the end of a regulation period until a winner is determined by either a positive score, or 3 shidos (penalties) are accumulated to result in hansoku-make. 4. The loser of the championship match will play the winner of the consolation match to determine true second and third places. vi. Tournament format 1. A modified double elimination format shall be used. vii. Individual Match Scoring 1. 10 points win by ippon or equivalent 2. 7 points win by waza-ari 3. 5 points win by yuko 4. 3 points win by shido 5. 0 points for draw viii. Seeding 1. At close of any seeding meeting, there shall be no further changes or additions. c. Round Robin Matches (Novice / Open) i. All contestants must weigh-in 60 mins to 30 mins prior to the first match at specified site. 1. A contestant may step on the scale more than once to make weight within the specified time. ii. Each school is allowed to enter an open amount of contestant per weight division. iii. Each participant will have at minimum 2 matches – maximum number of matches will depend on the number of participants in each weight class. iv. Warm-up time shall be five minutes for each team. v. Match times 1. Contest time shall be four (4) minutes per match. 2. In the event of a tie, the match shall be awarded hikiwake (draw). 3. There shall be no overtime (golden score) period for team competition. d. Team Championship i. The team championship shall be determined by the Individual Championship as to replicate HHSAA Judo Championship. 1. Team Scoring – For team scoring purposes, the following pointes shall be awarded per each weight class a. 1 st Place – 16 points b. 2 nd Place – 12 points c. 3 rd Place – 9 points d. 4 th Place – 7 points e. 5 th Place – 5 points f. 6 th Place – 3 points Note: A school that enters two or more participants in a weight class does not have to designate any participants for scoring purposes prior to the BIIF Championship. The participant who is the higher finisher shall automatically be counted for team scoring purposes. ii. Tie breaker for a play-off during championship matches shall be: a. The sport coordinator shall at random, draw three weight classes. b. Any weight division that has forfeit or medical injury is eliminated from the draw. c. The matches shall be conducted in the order of the draw. d. The first match that is completed with a winner to break the tie. e. The same procedure shall follow if the tie is not broken after the three matches. e. Weight Divisions i. The 10 female weight classifications are as follows (in lbs.) 98 103 109 115 122 129 139 154 172 220 Maximum ii. The 10 male weight classifications are as follows (in lbs). 108 114 121 132 145 161 178 198 220 285 Maximum f. Weigh-in procedures and Certification i. Two (2) coaches from different teams shall conduct the official weigh-in for dual meets and tournaments. ii. A certified scale shall be available at the host site during weigh-in for dual and individual matches. iii. Male and Female contestants shall strip to underwear, short, or less and shall weigh-in barefooted. 1. A contestant may enter one weight division above his or her actual weight. iv. During weigh-in, the actual weight of the contestant shall be written on the weigh-in sheet. v. Copies of each school’s weigh-in sheet should be made available to each school. If copies cannot be reproduced, then the master copy shall be made available at the head table. vi. Once in the weigh-in area, a participant cannot do anything to induce dehydration for purposes of weight loss. v. SCORING a. Scores for osaekomi times are as follows: i. 10 seconds = yuko ii. 15 seconds = waza-ari iii. 20 seconds = ippon vi. SAFETY AREA a. Assuming the use of a standard manufacturer provided wrestling type mat(s), the safety area shall be approximately three (3) meters (9-10 feet) from the edges. Thus, the size of the contest area shall be determined by the safety area. vii. MEDICAL a. The athletic trainer(s) shall determine whether an athlete may continue to compete in the match and/or tournament. b. Use of asthma inhaler. i. The use of an inhaler during a match is allowed for BIIF Judo matches without any penalty or disqualification. c. Blood time out. i. There will be a total of four (4) minutes (running time) to attend to blood injuries per athlete during a match. ii. Athletic Trainers may attend to the blood injury as many times as allowed within the four (4) minutes. iii. Clean up of the mat and judo gi are not included in the four (4) minutes. d. Injury time out. i. Any athletic trainer is allowed on the mat to attend to injury. 1. As many numbers of trainers may be allowed on the mat as needed. ii. Athletic trainers may touch and freely examine an athlete. iii. The athletic trainer may provide appropriate care for the health and well-being of the athlete. (e.g., may apply bandages, asthma medication, tape, etc.) iv. During the match, the athletic trainer or coach may call the injury to the attention of the official. v. There will be a total of two (2) minutes for evaluation of all injuries per athlete. 1. The official will give a verbal countdown and the timer must go onto the mat. vi. A maximum of two (2) visits by the athletic trainer per athlete during a match will be allowed. On a third visit, the athlete will forfeit the match. vii. Visits by an athletic trainer for a suspected head or neck injury shall not count against the athlete. 1. An appropriate healthcare professional will have a maximum of five (5) minutes to evaluate an injury to the head, neck, or nervous system. viii. The final decision as to whether an injured contestant shall continue to compete shall be made by the attending athletic trainer. viii. BENCH & BENCH CONDUCT a. It is the referee’s prerogative to warn or eject a coach, player, or spectator if they are in any way interfering with the match. b. A maximum of two (2) coaches per mat for all tournament matches will be allowed. c. There will be no photography or video recording allowed from the bench. ix. UNSPORTSMANLIKE CONDUCT a. Misconduct involves physical or non-physical acts and can occur before, during, or after a match. It involves, but is not limited to such acts as failure to comply with the direction of the officials, swearing, taunting, intimidation, biting an opponent, throwing items, spitting and clearing of nasal passages into other than the proper receptacle, indicating displeasure with a call, and failure to comply with end of match procedure. b. Continuing acts of unsportsmanlike conduct shall be construed as flagrant misconduct. c. Five (5) points shall be deducted from the total team score for each unsportsmanlike conduct violation during all matches. x. PROTEST AND APPEAL PROCEDURES a. There shall be an appeals committee for the BIIF Individual Championship matches. b. The appeals committee shall consist of three members: i. Site coordinator (Judo coach) ii. Head of BIIF Officials iii. BIIF Judo Coordinator, and/or iv. Administrative designee c. The official and the coach may approach the appeals committee after the match is completed and before signing the match card. d. The appeals committee shall render a decision to the official and the coach. e. The official shall sign the match card to certify the decision. f. The decision of the appeals committee shall be final and not subject to further appeal. xi. VIDEO ASSISTED REVIEW (VAR) a. Use of VAR system in conjunction with referee and two judges (i.e. referee team) shall be utilized during championship matches only. b. Use/Restrictions i. VAR is to be initiated only by mat captain, head official, or appeals committee and only for the following: 1. Direct hansoku-make decisions. 2. To confirm the award of a score. 3. Flagrant conduct decisions. ii. VAR may not be requested by coaches, athletes, spectators, or officials other than mat captain, head official, or appeals committee. iv. VAR to be viewed only by referee team and appeals committee. 1. Coaches, athletes, spectators, or officials not a part of the referee team or appeals committee shall not view VAR. v. VAR to be used by referee team and/or appeals committee to assist in their ultimate decision. 1. Decision by referee team and/or appeals committee is final. vi. VAR cannot be used by anyone off the mat to change any decision of the referee team and/or appeals committee. xii. JUDO GI’s a. The competition judo gi shall be white. b. Judogi shall be in accordance to the regulations with the sokuteki. i. Non-conforming Judo Gi Penalty: 1. The competitor has two (2) minutes to change without penalty. 2. Competitors will be assessed a shido for ech subsequent two (2) minute period. c. Female competitors shall wear, under the jacket (gi), a crew neck, short sleeve, white or off- white, cotton t-shirt. d. Male competitors may wear, under the jacket (gi), a crew neck, short sleeve, white or off- white, cotton t-shirt. e. Competitors may have the option to wear a blue judo gi when assigned to wear the blue belt. i. If a blue gi is opted to be worn, a blue belt shall also be worn. ii. Rank belts of other colors shall be prohibited. xiii. MISCELLANEOUS a. Statistics i. The host school shall be responsible for calling in of scores and results (to the press/media) immediately after the dual matches. ii. The home team is responsible for producing four copies of the dual meet results. 1. The first copy stays with the host site to report results to the press/media. 2. The second copy is given to the visiting school. 3. The third copy goes to the Judo Advisor. 4. The last copy is for the home team. iii. Unless other arrangements have been made, the home team, which is the first named team on the schedule, shall provide the scorer and timers for the scheduled dual meet. xiv. EQUIPMENT: MEET SET-UP a. Wrestling mats/Judo type (tatami surface mats) b. Stop watches (1 per mat) c. Judo scoring apparatus d. Clocks, tables, chairs, boundary ropes e. Blue and white belts: i. Preferred, 10 each to fit each weight class. ii. If unable, then 10 blue sashes and at least one red sash. xv. AWARDS a. The BIIF will award medals to the champion of each weight class in both the male and female division. b. The BIIF will award (15) Medals to the Team Champions |
